fa جریان حلقه‌های میانی به‌مثابه ائتلاف هدایتگر: الگویی برای حکمرانی مردمی در گام دوم انقلاب اسلامی مسئله نگاری و سیاستگذاری پژوهشي Research <div style="text-align: justify;"><span style="font-size:12pt"><span style="line-height:150%"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span lang="FA" style="line-height:150%"><span b="" lotus="" style="font-family:">تحول در ساختار حکمرانی و گذار از الگوهای دولت‌محور به الگوهای مردم‌پایه (امام امت)، یکی از ارکان اساسی بیانیه گام دوم انقلاب اسلامی و ترسیم‌کننده مسیر ایران آینده است. در این چشم‌انداز، از نقش تصدی‌گرانه دولت کاسته شده و بر توانمندسازی آحاد مردم برای نقش‌آفرینی در تمامی سطوح تصمیم‌سازی و اجرا تأکید می‌شود. با این حال، خلأ یک سازوکار عملیاتی برای سازمان‌دهی و هدایت این ظرفیت عظیم مردمی، همواره به‌عنوان یک چالش اساسی مطرح بوده است. مفهوم &laquo;جریان حلقه‌های میانی&raquo; که توسط مقام معظم رهبری در خرداد ۱۳۹۸ به‌عنوان راهکاری برای اجرایی‌سازی بیانیه گام دوم معرفی شد، دقیقاً با هدف پر کردن این خلأ طراحی شده است. حلقه‌های میانی، تشکل‌ها و مجموعه‌هایی برخاسته از دل ملت هستند که مأموریت دارند با پرهیز از ورود به بروکراسی دولتی، وظیفه خطیر هدایت، برنامه‌ریزی و پیگیری فعالیت‌های گروه‌های مردمی را بر عهده گیرند.</span></span> <span lang="FA" style="line-height:150%"><span b="" lotus="" style="font-family:">این پژوهش با رویکردی کیفی و با استفاده از روش تحلیل تطبیقی- اسنادی، به‌دنبال پاسخ به این پرسش اصلی است که چگونه می‌توان از مدل &laquo;ائتلاف هدایتگر&raquo; که توسط جان کاتر، نظریه‌پرداز برجسته مدیریت تحول مطرح شده، برای تبیین، مفهوم‌پردازی و ارائه الگوی عملیاتی برای جریان حلقه‌های میانی بهره برد. برای این منظور، ابتدا منظومه فکری حلقه‌های میانی از بیانات رهبری استخراج شد. سپس، مدل ائتلاف هدایتگر و سازوکار آن از ادبیات علمی معتبر گردآوری و تشریح گردید. در مرحله بعد، با تشکیل ماتریسی از مقولات اصلی، این دو مفهوم در محورهایی چون جایگاه در ساختار، ویژگی‌های اعضا، انگیزه‌ها، اهداف و الگوی عملکرد، با یکدیگر مقایسه شدند. یافته‌های این تحقیق نشان‌دهنده هم‌گرایی و تطابق عمیق و ساختاری میان این دو مفهوم است. هر دو بر ضرورت ایجاد یک وجه شبکه‌ای چابک و رها از سلسله‌مراتب رسمی، متشکل از کنشگرانی با نفوذ، متعهد، دارای اعتبار، خلاق و برخوردار از مهارت‌های رهبری تأکید دارند که رسالتشان، خلق چشم‌انداز، تدوین استراتژی، ایجاد انگیزه، مدیریت مقاومت‌ها و در نهایت، شتاب‌دهی به حرکت‌های جمعی به‌سمت اهداف کلان است. نتیجه‌گیری مقاله حاکی از آن است که چارچوب علمی ائتلاف هدایتگر، یک مدل آزموده و موفق جهانی است که می‌تواند به‌عنوان یک راهنمای عملی، به استقرار، تقویت و اثربخشی جریان حلقه‌های میانی در مسیر خودسازی، جامعه‌پردازی و تمدن‌سازی یاری رساند و از این رهگذر، حکمرانی مردم‌پایه را از سطح گفتمان به عرصه عمل منتقل کند.</span></span></span></span></span></span></span><br> &nbsp;</div> <div style="text-align: justify;">The transformation of the governance structure and the transition from state-centered to people-based models is one of the fundamental pillars of the Second Step Declaration of the Islamic Revolution and the one that outlines the path of the future Iran. In this vision, the government&rsquo;s managerial role is reduced and the emphasis is on empowering individuals to play a role at all levels of decision-making and implementation. However, the lack of an operational mechanism to organize and guide this enormous popular capacity has always been a major challenge. The concept of the &ldquo;flow of middle links,&rdquo; which was introduced by the Supreme Leader in June 2019 as a solution for implementing the Second Step Declaration, is designed precisely to fill this gap. Middle links are organizations and groups that arise from the heart of the nation and are tasked with taking on the important task of guiding, planning, and following up on the activities of popular groups, while avoiding entering the government bureaucracy. This research, with a qualitative approach and using the comparative-documentary analysis method, seeks to answer the main question of how the &quot;guiding coalition&quot; model proposed by John Cotter, a prominent theorist of change management, can be used to explain, conceptualize, and provide an operational model for the flow of middle links. For this purpose, first, the guiding coalition model and its mechanism were collected and explained from reputable scientific literature. In the next stage, by forming a matrix of main categories, these two concepts (guiding coalition and middle links) were compared with each other on such axes as position in the structure, characteristics of members, motivations, goals, and performance pattern. The findings of this research indicate a deep and structural convergence and correspondence between these two concepts.
