fa بایسته های ساختاری و نرم افزاری در نظام انقلابی Structural and Software Requirements in the Revolutionary System مسئله نگاری و سیاستگذاری پژوهشي Research انقلابی‌گری دال مرکزی در چرخه مدیریت تمدن نوین اسلامی است که در کلیه مراحل نظام‌سازی، دولت‌سازی و جامعه‌پردازی ظهور و بروز دارد. بر این اساس، پیوست انقلابی‌گری شرط لازم برای پویایی نظام و الزامی مستحکم جهت تحقق حکمرانی اسلامی به شمار می‌رود. پژوهش حاضر با هدف تبیین بایسته‌های ساختاری و نرم‌افزاری نظریه «نظام انقلابی» و ارائه دلالت‌های راهبردی آن در ساحت حکمرانی سامان یافته است. پرسش اصلی تحقیق آن است که الزامات ساختاری و نرم‌افزاری برای تحقق و تداوم نظام انقلابی کدام‌اند و چگونه در ساختارها نهادینه می‌شوند؟ این پژوهش از نظر هدف، بنیادی-کاربردی بوده و با رویکرد کیفی و روش تحلیل اسنادی انجام شده است. داده‌ها از طریق فیش‌برداری هدفمند از اسناد بالادستی و بیانات رهبر معظم انقلاب گردآوری و با استفاده از مکانیسم کدگذاری (باز و محوری) تحلیل شدند. یافته‌های پژوهش نشان می‌دهد که امتداد نظام انقلابی نیازمند هفت بایسته اساسی است: «پویایی و انعطاف ساختاری»، «ساختار مشارکت‌پذیر و غیرمتمرکز»، «خاصیت تعیین‌کنندگی ارزش‌ها»، «عقلانیت و عدالت‌محوری»، «اخلاق‌محوری و مردم‌پایه بودن»، «درون‌زایی و تاب‌آوری» و «دانش‌بنیان و خلاق‌محور بودن». در نهایت، پژوهش حاضر برای خروج از سطح انتزاعی، الزامات راهبردی و سیاستیِ هر یک از این بایسته‌ها را جهت پیاده‌سازی در رویه‌های نهادی، ساختار دیوان‌سالاری و مدیریت ارتباطات کشور ارائه نموده است. Revolutionism is the central signifier in the management cycle of the New Islamic Civilization, manifesting itself throughout all stages of system-building, state-building, and society-building. Accordingly, incorporating revolutionism as an integral component is regarded as a necessary condition for the dynamism of the system and a firm requirement for the realization of Islamic governance. The present study aims to elucidate the structural and software requirements of the theory of the “Revolutionary System” and to present its strategic implications in the sphere of governance. The main research question is: What are the structural and software requirements for the realization and continuity of the Revolutionary System, and how can they be institutionalized within structures? In terms of purpose, this study is fundamental-applied and was conducted using a qualitative approach and the documentary analysis method. The data were collected through the purposive extraction of material from high-level policy documents and statements of the Supreme Leader of the Islamic Revolution and were analyzed using coding mechanisms, including open and axial coding. The findings indicate that the continuation of the Revolutionary System requires seven fundamental imperatives: “structural dynamism and flexibility,” “a participatory and decentralized structure,” “the determining role of values,” “rationality and justice-centeredness,” “ethical orientation and a people-based approach,” “endogeneity and resilience,” and “a knowledge-based and creativity-driven orientation.” Finally, in order to move beyond the abstract level, the present study proposes strategic and policy requirements for each of these imperatives to facilitate their implementation in institutional procedures, the bureaucratic structure, and the country’s communications management. نظریه نظام انقلابی, مدیریت راهبردی, حکمرانی اسلامی, بایسته‌های ساختاری, تمدن نوین اسلامی, بیانیه گام دوم.
